Briefing on Disproportionate Discipline in Maryland Schools

The Maryland Advisory Committee to the US Civil Rights Commission is hosting a hearing on disproportionate discipline in Maryland on August 24, 2018 from 9am-4pm.

The purpose of the event is to make the public aware of the disparities, showcase school-based experiences, and emphasize the need for supports to embed transformative school discipline and climate-building policies in our educational structures. The Commission has made this a priority issue for the state.

There will be several panels and individual testimonies. ACLU of Maryland Education program's Legislative Counsel, Kimberly Humphrey, Esq., will be speaking on the "Perspectives on the Data" panel tentatively scheduled for 10-11am. She will discuss observations about the data and will focus on advocacy efforts over the years and next steps needed.

Lunch will be provided and public comment will be taken in the afternoon.

The Maryland Advisory Committee to the U.S. Commission on Civil Rights will hold a public meeting to examine the discipline, suspension, and expulsion rates for students of color and students with disabilities. The federal data show disproportionate exclusions nationwide for both groups in suspensions, expulsions, and arrests. Data show this disproportionality is worsening in Maryland.

The Committee will look at what, if any, effective services are in place to address disability-related behaviors, whether disciplinary policies or practices are applied in a discriminatory manner against students of either or both groups, and what strategies are most effective to remedy disproportionate discipline.

Presenters include: state education officials, school administrators, advocates, and community leaders.

The Committee will also hear brief statements during the public comment session as time allows.
