The Law Enforcement Officers' Bill of Rights

Why it's a roadblock to real police reform and how we can end it!

Maryland is one of only 16 states with a Law Enforcement Officers' Bill of Rights (LEOBR), carryover legislation from the early 1970s. As state and local governments across the country decide how to respond to calls for police reform, LEOBR perpetually blocks any path to ensuring real transparency and accountability in Maryland and ties the hands of county and city governments.

Join us on September 15, from 7:00 - 8:30 p.m. to learn more about the law and to engage with experts who want change but continue to face the legal barriers set by LEOBR. The American Civil Liberties Union of Maryland (ACLU-MD), the Montgomery County Civil Rights Coalition (MCCRC), Young People for Progress (YPP), and the Montgomery County Chapter of ACLU-MD will host a panel discussion and Q&A on this important topic and discuss a path to repealing the law.

Featured Speakers

  • David Rocah, Senior Staff Attorney, ACLU of Maryland
  • Kate Stewart, Mayor, Takoma Park
  • David Moon, Delegate, District 20
  • Shabab Ahmed Mirza, Moderator, Young People for Progress & Police Advisory Commission appointee

We also plan to be joined by a member of MoCo Against Brutality.
