Annapolis, MD – On Tuesday, February 24, advocates will provide testimony on a bill that would ban Marylanders from being racially profiled by law enforcement and limit federal abuses by federal agents escalated by the Trump Administration. SB 854/HB 1262 would codify existing constitutional protections against racial profiling through language explicitly forbidding racial profiling by law enforcement and make it clear that federal agents seeking to rely on Maryland law as a basis for their activities are subject to the same Maryland standards as state and local law enforcement.

2025 was the deadliest year for Immigration and Customs Enforcement's (ICE) in two decades, with 16 shootings by Department of Homeland Security (DHS) officers since July 2025, including one in Glen Burnie.

The ACLU of Maryland is calling for a clean passage of SB 854/HB 1262. These commonsense measures are critical to protect Black and brown, immigrant communities by safeguarding Marylanders from racial discrimination and targeting based on their identity.

WHAT: Hearing in Senate Judicial Proceedings Committee for SB 854 to define and ban racial profiling and limit federal abuses by law enforcement.

WHO: ACLU Maryland, Office of the Public Defender, Indivisible Frederick Forward, We Are CASA, University of Maryland Carey School of Law Professor and community members.

WHEN: Tuesday, February 24, at 1:00pm ET

WHERE: Maryland State Senate 11 Bladen St. Annapolis, Maryland 21401

ACLU Maryland Statement on DHS Purchase of Hagerstown Warehouse for ICE Facility

The ACLU of Maryland is deeply concerned by the federal government’s decision to purchase, at a cost of $102 million, a massive warehouse near Hagerstown, Maryland, to use as a detention facility. The purchase is part of reckless and unconscionable plan to more than double the capacity of Immigration and Customs Enforcement (ICE) to jail people suspected of immigration violations around the country.
