Henry E. Floyd, Jr., is a temporary policy counsel of the ACLU of Maryland. He is an experienced litigator and civil rights and human rights attorney who advocates for diversity, equity, and inclusion, raising thousands of dollars for scholarships and cultivating employment opportunities for minority law students, and fights to provide access to justice for members of disenfranchised communities.

Floyd is the Co-Founder of PowerHouse Consulting LLC, a compliance and client management company that reviews and negotiates contracts and counsels clients on all business-related matters and ensures compliance on all levels. As an experienced general counsel, he has guided boards of directors through difficult decisions and political candidates to victory. In addition, he serves as Vice Chair of D.C. Commission on Human Rights and is an Adjunct Professor of Law at the Georgetown University Law Center. Floyd also serves in numerous leadership positions in legal and community organizations.

Floyd received his Bachelor of Arts in Political Science from the University of Southern Mississippi and his Juris Doctor from Western Michigan University Thomas M. Cooley Law School. As a result of his advocacy and community work, he has received numerous awards, including the National Bar Association Young Lawyers Division’s Junius W. Williams Young Lawyer of the Year Award; the National Bar Association’s Top 40 Under 40: Nation’s Best Advocates Award; and the Washington Bar Association’s Lawyer of the Year Award.
